EDCO Disposal Corporation provides solid waste disposal and recycling services in the City of La Mesa under an exclusive franchise agreement. These services include collection, transfer and disposal of all solid waste, recyclables and yard waste generated at all residential and commercial properties located in the City of La Mesa. EDCO is the only company authorized to haul solid waste in the City of La Mesa.
Trash rates are set pursuant to the franchise agreement following a review of EDCO’s financial records by an independent accounting firm engaged by the city, negotiations between the city and EDCO, and approval of rates by the City Council at a noticed public hearing. Cox Communications and AT&T provide cable TV service in the City of La Mesa under state franchise agreements from the California Public Utilities Commission (CPUC). The Digital Infrastructure and Video Competition Act of 2006 (AB 2987) went into effect on January 1, 2007. AB 2987 shifts franchise authority away from local jurisdictions to the State of California.
