La Mesa Branch Library Expansion Feasibility Study

At the July 27, 2021 CIty Council meeting, the City Council approved the formation of a Library Task Force for the purpose of reviewing options and recommending a method to expand the La Mesa Branch of the San Diego County Library.  The Task Force concluded in February, 2022 and recommended that the City retain a qualified consultant to prepare a Library Needs Assessment and Feasibility Study. The Feasibility Study should provide the optimum facility size to accommodate current and future growth of library programs and operations and explore three expansion scenarios: Option 1) vertical expansion by constructing a second-floor mezzanine; Option 2) horizontal expansion in to the existing post office space; and Option 3) new building-constructing a new building on the Civic Center property. A staff report was presented to the City Council including the feasibility study on July 25, 2023. The City Council directed staff to pursue Option 2 horizontal expansion in to the existing post office space.

Fire Station 11 & Fire Administration Building

Projects in the La Mesa Civic Center have been proceeding well. The first project undertaken was the design and construction of the Fire Station 11 and Fire Administration building that opened in August 2006. The new facility includes an Emergency Operations Center (EOC) that is equipped to serve as a community command center for the city if there were a major disaster or event.

La Mesa Library & Post Office

The second major Proposition D project, a new Police facility was completed in 2010. Because the station was being built on the former La Mesa library site, the city first constructed a building to house the library. The city and the United States Postal Service collaborated to also include retail space for the La Mesa post office. The new building is approximately 18,000 sq. ft. and opened in Spring 2008.

The new Police facility provides space for current and future law enforcement needs in La Mesa. It includes secure underground parking and two stories for Police operations.

Funding

Funding for the two state-of-the-art public safety facilities was provided by the passage of Proposition D, the Police, Fire and Emergency Services bond measure, approved by La Mesa voters in March 2004. The measure also created the Independent Citizens Bond Oversight Committee (ICBOC) who has insured that the bond proceeds are expended in compliance with Proposition D.

The library/post office is being funded by bonds issued in August 2006, which will be repaid from monies owed to the city from the Redevelopment Agency and a lease with the U.S. Postal Service. No Proposition D funds will be used to pay for any costs related to this new building.

Additional Projects

In addition to the new buildings at the Civic Center, the city has been able to use grant funding for additional street improvements for the sidewalks, street lights, and medians on University Avenue and Allison Avenue.
